David’s experience includes CFO for Amtrak, CFO for the Tennessee Valley Authority, the nation’s largest electric utility and vice president of finance at LTV Corporation. The Scottsdale city treasurer’s job is to facilitate long term financial planning for the city of Scottsdale, develop and maintain financial systems, seek optimum financing structures, reduce city liability impacts and maximize revenue collection. There are several different city funds that the city treasurer oversees while maintaining a balanced budget. The city of Scottsdale collects tax dollars through privilege tax, state shared revenues, property tax, development fees, auto lieu tax just to name a few. Scottsdale tax dollars are then disbursed largely to Scottsdale’s public safety, next to community services, then information technology and so on. For every dollar of Scottsdale property tax $.58 goes to Scottsdale Unified School District and $.12 goes towards community colleges.
