David Richert, Scottsdale City Manager, is a former City of Phoenix executive with over 36 years experience in municipal management and planning. David was appointed as the head of Scottsdale’s Planning and Development Services in December of 2008. Prior to that, David was the Planning Director for the City of Phoenix where he oversaw the development of plans for six strategic growth areas. David has worked on development programs for the Phoenician Resort, Kierland Commons, three Pointe Hilton projects, Mayo Hospital, the Marriott Hotel at Desert Ridge and a range of enhancements to the city’s zoning codes.

The City Manager is responsible for implementing the policies set by the City Council and oversees delivery of services. The City Manger oversees the city’s General Plan, a guide to our cities future, which includes economic vitality, community involvement, housing, neighborhoods, open space and recreation, public services and growth areas.

The 2011 Scottsdale General Plan is shifting focus to revitalization, less redundancy, strengthening area and neighborhood plans and strengthening ties with growth areas. The 2011 General Plan growth areas are McDowell Road Corridor, Downtown Scottsdale growth, Shea Corridor area and the Scottsdale business airpark.
